Manuel Quinche has advised national and international borrowers, lenders and financial institutions on all types of corporate and project finance transactions, including financing with commercial banks, syndicated financing, financing with multilateral institutions, financing with export credit agencies and financing implemented over capital markets.

He stands out for his participation in the most complex financing transactions and with the highest value carried out in Colombia. He also participated in the two largest M&A transactions in Colombia’s history.

In the area of project financing, he advises on road, port and airport projects; public transport infrastructure projects; oil and gas infrastructures; liquefied natural gas facilities; energy transmission infrastructures; telecommunications infrastructures; and, in general, public infrastructures developed under public-private partnerships.

Before joining Cuatrecasas, he worked at leading law firms in Colombia and in the US. He is admitted to practice law in Colombia and in the State of New York.

He lectures on corporate finance and regularly participates in business and academic forums specializing in infrastructure, project financing and bank regulation.

Work Highlights

• Financing the expansion of the Aburrá Oriente Concession Project (amount up to COP 1.8 trillion).

• Financing the 5G “Accesos Norte Fase II” for Concesionaria Ruta Bogotá Norte (dual COP/USD structure with FDN, MUFG, and JP Morgan).

• Patria Investments’ acquisition of the Pacífico Tres concession and its mezzanine financing with FCP Deuda Infraestructura II Sura–Credicorp.

• Syndicated financing of Ruta al Sur (Santana–Mocoa–Neiva) for USD 672.6 million;

• Integrated financing of the 5G Troncales del Magdalena 1 and 2 (approximately USD 1.7 billion) with eight credit institutions and three multilaterals (IFC, CAF, and BID Invest) in a single package.

• Financing the Barzalosa solar project (130 MW) with a 15-year PPA and an LC facility from FDN (ongoing); structuring financing for the La Dorada–Chiriguaná rail corridor (Línea Férrea Central concessionaire; financing documents under negotiation); the refinancing of the 4G Conexión Norte project (USD 527 million).

• Advising Banco de Bogotá on a first-of-its-kind stadium project financing (ongoing).

• Advising local lenders on the Cartagena airport expansion financing and on the non-recourse financing of a 25 MW biomass plant (ongoing), as well as on the drafting and negotiation of project and financing documents for an LNG regasification facility (ongoing).

• Ongoing advice on a medium term loan with a 5 year bullet, financing GEB’s transmission expansion, subsidiary capitalizations, and general corporate purposes, including public debt authorization processes.
