Career
Sebastián Leyton focuses his practice on matters relating to the energy sector, including contractual matters for project development, acquisitions and international financing for those projects. His role in projects involves negotiating electricity supply, interconnection, construction and operation contracts. He also handles administrative and court proceedings in the energy sector.
Before joining Cuatrecasas, he was head of the Legal Division of Chile’s Superintendence of Electricity and Fuels, the enforcement agency for the energy sector. He also worked as a foreign associate at the US law firm Milbank LLP in New York and at a leading Chilean law firm.

He has written several articles on energy development and regulation and has participated as a speaker at many national conferences.
Personal
He has taught classes in postgraduate programs on administrative sanctioning processes and project development at Universidad Finis Terrae.
Work Highlights
Recently, his advice has included:
• WPD Chile on regulatory matters related to current constraints in the Chilean energy market, including the ruling by energy agency resulting in an USD 80 million tariff reassignment to generators.
• Alupar Investimento on the 2023 transmission tender, which resulted in an USD 60 million awarded project, and in the 2024 Ancillary Services Tender, which resulted in two awarded projects with an investment value of USD 150 million approx.
