He represents developers, lenders, sponsors, and investors in electric generation, transmission and distribution infrastructure as well as natural gas, oil, carbon dioxide, and water pipelines in Texas. He represents clients in major contested cases, such as rate, tariff, complaint, investigation, registration, rulemaking, change-in-control, and certificate of convenience and necessity proceedings, before the Public Utility Commission of Texas (PUCT), Railroad Commission of Texas (RCT), Electric Reliability Council of Texas (ERCOT), other state and federal regulatory commissions, and Texas courts. Winston also assists clients in drafting bills or rules for consideration by the Texas Legislature or state regulatory bodies. He also represents clients on North American Electric Reliability Corporation (NERC) reliability standard compliance issues, including enforcement by the Texas Reliability Entity (TRE). His eminent domain practice includes litigation and counseling on behalf of both condemning authorities and landowners throughout Texas.
