Todd P Kelly

Todd Kelly’s health industry practice spans three decades of advising clients in their most important transactional and regulatory matters.

His work involves innovative and first-in-market projects, including joint ventures, multi-provider affiliations, physician contracting and alignment strategies, health facility and medical practice management, purchase and sale, and group purchasing organizations. He advises technology platform companies and their related medical practices on digital health and telehealth program start-up, development and expansion. Todd is often called upon to assess and document novel relationships involving health care providers. In doing so, he is able to draw on decades of experience with the Federal anti-kickback statue and Stark law and State corporate practice of medicine and fee-splitting prohibitions. He advises both tax-exempt non-profit and private and publicly traded for-profit organizations. He is familiar with the unique issues faced by tax-exempt organizations and the tools available to address those complexities in transactional and regulatory matters.

Todd is a member of the American Health Lawyers Association and the State Bar of Texas. He is Board Certified in Health Care Law by the Texas Board of Legal Specialization and has served on the Exam Commission for that Board.
