Sultan is an Astana-based associate who focuses on international arbitration, particularly in disputes between states and investors. His capabilities include international arbitration enforcement; investment arbitration; compliance; government investigations; white-collar defense; economic crime; commercial disputes; and he has worked in cases involving state mining, metallurgy and telecom companies. He has worked on major arbitration cases under the rules of the London Court of International Arbitration, the International Chamber of Commerce, UNCITRAL, the International Centre for Settlement of Investment Disputes, as well as ad hoc arbitrations involving multiple parties that included issues of expropriation, breaches of fair and equitable treatment and denial of justice.

He has been involved directly by the state in negotiations on strategic projects with the participation of the state, national companies and investors in the energy sector, oil and gas industry, agriculture, road construction, upgrade of the Almaty airport.

Sultan also has experience in financial investigations, having spent six years working with the Ministry of Justice of the Republic of Kazakhstan, where he was responsible for investment arbitration and disputes initiated against the state by foreign claimants.

His recent experience includes (i) disputes concerning subsoil licenses, the interpretation of provisions in production sharing agreements and the effect and enforceability of stabilization provisions; and (ii) complex cross-border M&A deal and corporate and finance transactions. Sultan also advised on various risks related to sanctions of the United States, the European Union, the United Kingdom and other countries.
