Stefan Tzakov leads the firm's Energy practice and has over 20 years of experience advising on all aspects of the energy sector, including nuclear, electricity generation (conventional and renewable), gas, mining, fuels, electricity distribution and supply, energy trading, regulatory matters, and project finance. He is widely recognised as one of the leading energy lawyers in Bulgaria, with a strong track record in litigation and regulatory matters.
Stefan’s extensive experience includes advising on key energy projects, such as the privatisation of Bulgaria’s electricity distribution companies, thermal power plants, and heating power plants (2004-2006), as well as significant work on the Belene nuclear power plant project (2007-2009, 2011, and its renewal in 2019). He also acted as lead counsel for E.ON throughout its operations in Bulgaria (2004-2014), supporting the company in regulatory, litigation, and transaction matters, including the sale of its Bulgarian business to Energo-Pro in 2012.
Among his recent work highlights is advising on the Kozloduy NPP – New Build project, focusing on energy and nuclear law, regulatory, environmental, construction, public procurement, and contractual issues. He has also been involved in major gas pipeline projects in Bulgaria, including Nabucco, Shah Deniz, South Stream, and TurkStream.
In recent years, Stefan has led the firm’s work on high-profile energy and infrastructure transactions, including advising on renewable energy projects and acquisitions of wind and solar assets.
Stefan also focuses on competition law and provides expert advice and court representation on unfair competition matters, dominance, cartels, dawn raids, pricing, refusal to supply and others.
