Sean advises clients on regulatory strategy and disputes in complex, highly regulated industries, with a particular focus on technology and artificial intelligence (AI). With a cross-disciplinary approach, Sean counsels clients through high-stakes investigations before federal agencies and Congress, as well as in internal investigations and compliance reviews. His practice spans product design, compliance and commercial matters, especially in areas involving AI systems, internet platforms, content moderation and big data. He brings a deep understanding of the technical foundations of AI systems, applications and products – enabling him to offer cutting-edge guidance on how current and emerging laws apply to AI technologies.

Before entering private practice, Sean served as investigative counsel for the US House of Representatives. In that role, he led investigations into corruption-related allegations involving members of Congress, including fraud, conflicts of interest, campaign finance violations, and breaches of House ethics rules, Federal Employees’ Compensation Act and Federal Election Commission regulations, the Lobbying Disclosure Act, the Stop Trading on Congressional Knowledge Act, and other federal and state laws.

Sean is an adjunct professor at the Georgetown University Law Center teaching a seminar on ethics, professional responsibility and career development.
