Mitch Holzrichter serves clients in complex public infrastructure transactions, including owners, sponsors, investors, contractors, and lenders. His work includes revenue-risk concession agreements, availability payment projects and design-build agreements across a variety of asset types, as well as equity investments, financings, and acquisitions.

First-of-their-kind projects: Mitch worked for the first long-term lease of a major U.S. commercial airport, the first revenue-risk highway concession deal to offer a net concession payment to the government owner, and the first public university student housing availability payment transaction, among other innovative projects. He also advises clients on projects supported by first-of-their-kind and innovative technologies, including connected and autonomous vehicle lanes, automated transit networks, vertiports and other new mobility solutions. Clients have praised Mitch's "commercial and creative" approach to transactions.

Infrastructure investment and acquisition: Mitch advises clients on the investment, sale, and acquisition of equity interests in infrastructure companies and concessions. He represents sellers and bidders in M&A processes, as well as investors in venture capital, upstream and other equity transactions in the infrastructure sector. Clients have called Mitch "an extremely talented and pragmatic lawyer who has a strong commercial sense," able to successfully negotiate and close deals.

Government and regulated industries: Mitch advises sophisticated governmental entities, including public pension systems, financing authorities, and development agencies, on their governance and transactions. He also advises major gaming companies and suppliers on licensure and other regulatory matters.

Political experience: Mitch works for clients on various government and political law matters, including government ethics, lobbyist registration rules, public records laws, and regulatory matters. Clients including political committees, donors, and candidates turn to Mitch's experience on election and campaign finance laws. He has represented plaintiffs, including members of Congress and government reform advocates, in voting rights litigation, redistricting litigation, and constitutional ballot initiatives.
