Career

Marcia is partner at CMS Mexico with more than 15 years of experience in project finance and PPP's matters. Her practice is primarily focused on the development of infrastructure projects, closely connected to administrative law, particularly public procurement. As part of her involvement in complex infrastructure initiatives, her work also spans related areas such as energy law, public law, environmental law, and project finance. This broad expertise allows her to advise clients comprehensively on the regulatory, contractual, and financial aspects of infrastructure development, ensuring an integrated approach to each project.

Marcia has advised some of the most relevant stakeholders in the infrastructure sector, both public and private, including federal and local entities, developers, leading construction companies, investors, and financial institutions. She has been involved in some of the firm’s most complex and socially significant projects. Her career is distinguished by her active participation throughout the entire lifecycle of infrastructure projects: from structuring and procurement processes, to negotiating instruments, securing financing, and—unlike many practitioners—providing continuous follow-up during implementation. This comprehensive and client-focused approach has positioned her as a trusted advisor in projects that stand out not only for their complexity but also for their long-lasting social impact.

Professional Memberships

She is an active participant in AbogadasMX and was responsible for the firm's inclusion in the Women's Empowerment Principles (WEPs) in 2022. Additionally, Marcia is part of the Diversity and Inclusion Committee of CMS LatAm with a key role in the recently launched Dione+ initiative.

Her key clients include the Ministry of Infrastructure, Communications and Transportation (SICT), the National Infrastructure Fund (FONADIN), and in the private sector, her clients include major players in the country’s principal infrastructure projects, such as Mota Engil México, Grupo INDI, Grupo ICA among others.
