Marcia is a partner and co-head of the Projects and Infrastructure practice at CMS Mexico, with more than 15 years of experience advising on the structuring, development, financing and implementation of major infrastructure and energy projects. Her practice is particularly focused on projects involving public-sector participation and highly regulated activities, including concessions, public-private partnerships (PPPs), public procurement, public works and other long-term contractual structures. She combines projects expertise with a strong administrative and public law background, enabling her to advise on the regulatory, contractual and financial dimensions of complex infrastructure developments.

Throughout her career, Marcia has advised on some of Mexico’s most complex and strategically significant infrastructure projects, distinguished not only by their scale and long-term impact, but also by the legal and institutional challenges involved in their development. These projects frequently require the coordination of multiple stakeholders across the public and private sectors—including federal and local authorities, sponsors, developers, leading construction companies, investors and financial institutions—and the integration of complex regulatory, contractual, procurement and financing considerations. Her experience includes landmark projects of national significance, such as the first phase of the Maya Train, where she played a leading role in the project’s legal structuring, and the Interoceanic Corridor of the Isthmus of Tehuantepec, where she currently advises on the development and implementation of three industrial parks and two port terminals. Her ability to navigate these complex, multidisciplinary and multi-stakeholder environments, combined with her involvement throughout the full project lifecycle—from structuring and procurement to financing, implementation and long-term contract management—has established her as a trusted adviser on projects of particular complexity and strategic importance to Mexico.

Marcia is an active participant in AbogadasMX and led CMS Mexico's adherence to the Women's Empowerment Principles (WEPs) in 2022. She is also a member of the CMS Latin America Diversity and Inclusion Committee and has played a key role in the region's Dione+ initiative.

Her key clients include the Ministry of Infrastructure, Communications and Transportation (SICT), the National Infrastructure Fund (FONADIN), the National Tourism Promotion Fund, and the Mexican Association of Road Infrastructure Concessionaires. Her private-sector clients include Mota-Engil México, Grupo INDI, Grupo ICA, CICSA, Desarrolladora Multimodal del Istmo de Tehuantepec, Terminales del Istmo Salina Cruz y Coatzacoalcos and Grupo Hermes, among other leading participants in Mexico's infrastructure sector.
