Leonard H. Dougal heads Jackson Walker's Environmental/Legislative group. He represents clients in complex environmental permitting and water supply matters, including power generation companies, real estate developers, energy companies involved in shale development, and special utility districts. He is active in water quality issues, representing mining and energy companies, developers, and agricultural operators in permit and compliance matters. He is a frequent speaker on emerging water law issues and is co-author of two chapters in 'The Essentials of Texas Water Resources'. A former petroleum engineer for Exxon, he has a special interest in hydraulic fracturing and shale play development.
Leonard is Board Certified in Administrative Law by the Texas Board of Legal Specialization. He is admitted to appear before the Supreme Court of Texas, the U.S. Court of Appeals for the Fifth Circuit, and the U.S. District Court for the Western District of Texas.
