Served as a long-term legal advisor for multiple provincial and municipal government agencies and public institutions. Provided revision suggestions for over a dozen laws and assisted in drafting relevant judicial interpretations. Undertook the drafting and post-legislative evaluation projects for more than twenty local regulations and provincial government rules in Shandong Province. Led the establishment of Shandong Province's ecological and environmental damage compensation system, which was frequently reported by mainstream news media including CCTV. In August 2020, Chairman Li Zhanshu listened to Lawyer Song's report on issues related to the implementation of certain laws. Authored China legal articles for Chambers and ICLG; granted exclusive interviews to WORLDWATCH, ALB, and other relevant organizations. Won dozens of administrative litigation cases concerning ecological and environmental protection, and successfully defended over ten criminal cases involving environmental pollution

Represented the country’s largest ecological damage compensation case with a claim value of RMB 250 million—the Zhangqiu “10·21” Ecological Damage Compensation Case, which marked the first ecological environmental damage compensation lawsuit filed by a provincial-level government in Shandong Province.

Led the drafting of administrative regulations including Shandong Provincial Environmental Protection Regulation, Shandong Provincial Air Pollution Prevention and Control Regulation, Shandong Provincial Water Pollution Prevention and Control Regulation, Shandong Provincial Nature Reserve Regulation, Shandong Provincial Tax Security Regulation, and Jining Municipal Air Pollution Prevention and Control Regulation.

Assisted the Department of Ecology and Environment of Shandong Province in formulating regulatory rules such as Measures for the Discretion of Environmental Administrative Penalties of Shandong Province, Measures for Consultation on Ecological Environmental Damage Compensation of Shandong Province, and Measures for the Administration of Ecological Environmental Damage Compensation Funds of Shandong Province. Assisted the Higher People’s Court of Shandong Province in formulating procedural rules for ecological environmental damage compensation litigation.

Provided special legal services for the construction of an environmental law enforcement legal risk prevention and control system for the Environmental Law Enforcement Bureau of Shandong Department of Ecology and Environment.

Provided special legal services on the establishment of corporate environmental legal risk prevention and control systems for multiple listed companies and large private enterprises.

Investment and Financing Legal Services

Provided legal services for multiple M&A and restructuring projects covering over 300 enterprises, as well as the streamlining and optimization projects of more than 60 collective enterprises of State Grid Shandong Electric Power Group Corporation.

Delivered dozens of special restructuring legal services for enterprises including Shandong Luxin Investment Holding Group Co., Ltd., Shandong Economic Development Investment Corporation, and Shandong Hi-Speed Group Co., Ltd.
