John Barker

John Barker’s practice focuses on national security matters including export controls (ITAR and EAR), trade sanctions administered by the Office of Foreign Assets Control at the US Treasury (OFAC), compliance with the Foreign Corrupt Practices Act (FCPA) and practice before the Committee on Foreign Investment (CFIUS). He helps companies and institutions establish compliance plans, obtain export authorizations, and he provides representation in enforcement proceedings. He came to the firm from the US Department of State, where he served as the Deputy Assistant Secretary for Non-proliferation Controls and, prior to that, as Deputy Assistant Secretary for Export Controls.
