Jennifer Zucker is a partner in the firm’s Washington, D.C. office and Co-Head of the firm’s Government Contracts Practice Group. She advises clients across industries on the full range of procurement matters, representing many of the world’s largest aerospace, defense, technology, healthcare and professional services contractors. Jennifer handles high-stakes bid protest litigation—including procurements valued in the hundreds of millions or billions of dollars—as well as complex contract disputes and terminations, audit and cost allowability matters, government investigations, and suspension and debarment proceedings. Her work frequently involves matters associated with classified programs
Jennifer also advises domestic and foreign companies on national‑security requirements, including FOCI matters and compliance under the National Industrial Security Program. She guides clients through the facility‑clearance process, negotiates mitigation instruments with the Defense Counterintelligence and Security Agency, and assists in resolving adverse personnel‑security clearance determinations. Her national‑security insight is informed by her service as a Colonel in the U.S. Army Reserve, providing a mission‑focused understanding of the defense environment.
