He also focuses on administrative litigation, particularly as it relates to economic regulation, and represents pipelines before various federal and state agencies, including the Federal Energy Regulatory Commission (FERC). Jay advises clients regarding contracting for transportation, purchases, and sales of natural gas, and he consults with clients about appropriate contract and disclosure language for energy regulatory issues associated with complex business transactions.
