He has been involved in all aspects of real estate including resort development, structuring of acquisitions, structuring real estate joint ventures, planning timeshare, condominium, single-family and lot development programs and creation of protective covenants for resort communities. He has worked on conceptualising and drafting a number of laws and regulations dealing with incentives for the development of the tourism industry, including the Puerto Rico Development Act of 1993, the Timeshare and Vacation Club Act of 1988 and the Tourism Development Act of 2010. Mr Cook also had a major role on the conceptualisation and drafting of the Puerto Rico Film Incentive Act.
He is Leader of the hospitality industry practice team, member of the Firm's Policy Committee, and of the government affairs practice team. Mr. Cook is President of McV Consulting, Inc., an affiliate of the firm engaged in real estate and hospitality advisory services. He graduated from Dickinson College and Georgetown University Law Center.
