He represents and provides advice to clients in connection with environmental and land use matters, counselling clients on greenfield and brownfield development, land use issues, the environmental implications of business transactions. He has been involved in several complex environmental cases and mass litigation, and has represented clients in cases dealing with spills, toxic torts, soil and groundwater contamination. He has represented industrial, commercial, residential, resort and energy developers in several major projects and has acted as environmental counsel for lenders and equity investors in the financing of energy facilities, and as counsel for the developer in renewable energy projects.
He is Chairman of the environmental, energy and land use practice group and member of the construction litigation and the retail industry practice teams. He is a graduate of the University of Puerto Rico and the Pontifical Catholic University of Puerto Rico School of Law.
