Fernando Escobar is a Director at PPO, he leads the Appeals and Last Instance Remedies division.

Prior to joining PPO, Fernando worked as an attorney in the Jurisprudence Unit, assistant attorney, and counsel at Bolivia`s Constitutional Tribunal during more than eight years. He was also a director of the Bar Association in Chuquisaca and counsel of the Departmental Court of Chuquisaca.
In the academic area, since 2007 he has been a professor in different pre-graduate courses at Universidad del Valle and since 2009 he has been a professor of post-graduate courses in different academic programs at Universidad Andina Simón BolÃvar, at Escuela Militar de IngenierÃa and at the Procurator`s Office of the Plurinational State of Bolivia.
He obtained his Law Degree from Universidad del Valle (Bolivia) and a postgraduate degree in Public Law at Universidad de Chile. Moreover, he obtained a Master`s degree in International and Compared Law from the University of Lausanne in Switzerland.
