Practice Areas
Emilie R. Ninan is an immediate past Co-Chair of the firm's Finance Department and former Chair of the Public Finance Department. She has extensive experience in a wide range of tax-exempt and taxable financing structures including fixed, variable and multimodal rate private placement and public debt offerings involving various forms of credit enhancement and liquidity support.
Emilie facilitates the procurement of lower-cost capital financing for clients' projects. She serves as bond counsel, underwriter's counsel, borrower's counsel, issuer's counsel, or trustee's counsel on a variety of municipal bond financings, including general obligation, revenue, conduit, utility system, health care, affordable housing, manufacturing, bioenergy, solid waste, and educational facility bond transactions. Emilie also assists in planning, negotiating, and documenting debt restructurings and navigating bond default matters.
In addition to her public finance practice, Emilie represents corporate, banking, government and nonprofit clients in commercial real estate lending matters, contract negotiation, and other finance transactions. She also advises on Uniform Commercial Code matters and delivers formal legal opinions in connection with various business transactions.
