P. Andrew Spicknall advises lenders, underwriters, credit enhancers, borrowers, issuers, trustees, and purchasers in the structuring, issuance, offering, placement, remarketing, and securitization of tax-exempt and taxable municipal securities, as well as other complex debt instruments and derivatives.

Ranked in Band 1 for Public Finance by Chambers USA, Andy has been described by clients as “an excellent lawyer and very solution oriented.” His practice spans a wide array of financings and industries, including multifamily and single-family housing, education, water facilities, healthcare, transportation, manufacturing, and other commercial developments.

Andy frequently represents lenders in the creation and implementation of multifamily affordable housing loan programs particularly involving the purchase of tax-exempt and taxable bonds and loans to finance affordable housing on transactions across the country.

Additionally, Andy has considerable experience in financing mixed-used developments through tax increment and special assessment districts, and he regularly advises on debt restructurings and workouts. His practice frequently involves the structuring and negotiation of interest rate swaps, caps, and other sophisticated derivatives products.

An active member of the legal community, Andy is a Fellow of the American College of Bond Counsel.
