Specialises in Venezuelan sovereign and quasi-sovereigns international financings, corporate law, oil and gas projects and corporate restructurings. He has participated in most of the significant Venezuelan financing transactions, including the issuance of PDVSA bonds. He has represented BNP Paribas, Barclays, CAF, Credit Suisse, Deutsche Bank, Goldman Sachs, Haitong Securities, Japan Bank for International Cooperation (JBIC), JP Morgan, UBS Securities. He studied law at Universidad Católica Andrés Bello, Caracas (JD 1992), and received an MCJ from the New York University (1994). Before joining D’Empaire in 1995 (he became partner in 2001), Carlos worked as a trainee at the New York offices of Shearman & Sterling in 1995.
