Mr. Zhiguo Yu has more than 20 years of experience in the practice of international trade and international investment. He is one of the most senior trade remedy investigators in China and a former official of the Ministry of Commerce, with extensive knowledge and practical experience handling cross-border issues arising from complex international trade and investment cases. Mr. Yu has participated in and presided over approximately one-third of China's anti-dumping, countervailing, and safeguard investigations. By leveraging such seasoned expertise, he significantly contributes to “China's Anti-Dumping Investigation Manual” as editor and co-author . He has also participated in and at times oversees the process of legislation, investigations, and law enforcement in relation to domestic commercial laws, as well as participated in multiple international negotiations and dialogues. As such, he has in-depth understanding and extensive experience in international trade-related matters. In addition, Mr. Yu has represented China in numerous international multilateral and bilateral economic and trade law negotiations and studies, as he is well-versed in trade and investment laws and policies of countries such as the United States and the European Union, and their policies towards China, and also knowledgeable in cross-border trade law enforcement and related legal matters.
Mr. Yu is currently an equity partner at Zhong Lun Law Firm. He has represented many Chinese enterprises and assisted them in dealing with US export controls and building corporate compliance mechanisms. He specializes in international trade control, multilateral and bilateral economic sanctions, and global compliance.
Mr. Yu has considerable practical experience handling international trade and investment disputes. He was involved in many important WTO cases including China - silicon steel case, China - broiler chicken products case, the EU - iron or steel fasteners case, the US anti-dumping and countervailing duties case (DS379), the US countervailing duties case (DS437), and the US countervailing duties case (DS449). He participated as legal counsel in the hearings of two cases before ICSID and prepared analyses and legal opinions on key legal issues.
