Qu Xiaofei is a Senior Partner at Brighteous Law Firm, first-class lawyer, and Registered Constructor. He holds a Ph.D. in Law from Nanjing University and has been in legal practice for 23 years. He currently serves as Deputy Director of the Construction Engineering Committee of the Lawyers Association of Zhejiang and as an Expert Reviewer on Construction Engineering for the China International Economic and Trade Arbitration Commission (CIETAC). He also acts as an arbitrator for multiple arbitration institutions, including those in Shenzhen, Shanghai, Hangzhou, Ningbo, and Qingdao.
Mr. Qu was a member of the Construction Engineering and Real Estate Special Committee of the All China Lawyers Association during its 8th and 9th terms. In November 2015 and October 2017, he was consecutively recognized by Construction Times/ENR as one of “China’s Top 60 Most Recommended Construction Lawyers.”
He has participated in drafting model texts for EPC general contracting and subcontracting agreements and contributed to revising specific provisions of the Construction Engineering chapter in China’s Civil Code. He has represented numerous prominent domestic enterprises in litigation and dispute resolution matters involving construction projects, tendering and bidding, and real estate development, providing comprehensive legal advisory services for EPC projects and specialized legal services on issues such as project settlement, engineering change orders and claims, project duration, and quality disputes.
