Víctor is of counsel from the Projects and Infrastructure practice area of Dentons Lima office. His professional practice focuses on Administrative Law, Regulatory Law and, Infrastructure and Public Services Concessions.

Previously, Victor has worked as Legal Manager of Tren Urbano de Lima S.A, concessionaire company of the Line 1 of the Lima Metro. In addition, he has been a member of the legal teams of the most relevant law firms in Perú.

Victor has also participated in providing legal advice to the Transportation and Communications Ministry and to the Supervisory Agency for Investment in Transportation Infrastructure for Public Use, regarding Concession Contracts, subscription of addendums, among others; and to several concessionaire companies of airports, highways, urban railway networks and other infrastructure projects for the provision of public services of national and local scope, in administrative and regulatory matters.

He is a lawyer from the Pontificia Universidad Católica del Perú and has a Master's degree in Regulation of Public Services and Infrastructure Management from the Universidad del Pacífico and the Polytechnic University of Catalonia (Spain).

OSITRAN: Advice regarding highway transport infrastructure concession contract projects (IIRSA Centro).

OSITRAN: Advice regarding the signing of addenda to the Highway Transportation Infrastructure Concession Contracts (Mocupe - Cayaltí; Interoceánica Sur Sections 1, 2, 3, 4 and 5).

APM Terminals Callao: Member of the legal team which setting tariffs for port services in the Callao Port Multipurpose North Terminal.

GyM Ferrovías and Lima Airport Partners: Member of the legal team who advised on the addenda signing for their concession contracts that allowed the financing and execution of investments in Línea 1 Metro de Lima and in the Jorge Chávez International Airport, respectively.

Tren Urbano de Lima: Representation the company against several public entities, management and monitoring of legal issues related to the operation, maintenance and exploitation of Line 1 Metro de Lima.
