Toomas Pikamäe

Partner Toomas manages the Law Office's team specializing in public law, environmental law, and penal law.

Toomas has conducted tens of legal analyses since 1996, more than ten of which are in the fields of public and administrative law. He has represented both public and private sector clients in administrative court.

Toomas advises clients on many issues concerning environmental law, from compliance issues up to environmental management systems and has particular experience in waste handling issues.

Moreover, Toomas has accumulated extensive experience in the field of economic offenses, e.g., offenses concerning taxation matters, competition and other business-related offenses, and provides clients advice with a view to preventing such offenses and in proceedings connected with the same.

Toomas has extensive knowledge of Estonian tax law. He advises clients in a wide range of tax-related issues, i.a. double taxation, corporate income tax, VAT, tax planning, transfer pricing, and taxation of permanent establishments and taxation of individuals. Toomas's competence has been noted in the international taxation handbook Tax Director's Handbook.

Toomas has successfully represented clients in several cases, which have been ultimately referred to the Supreme Court. He has also represented clients in multiple European Court of Justice cases.
