Tom is recognised as a leading junior who specialises in regulatory crime, with particular experience and expertise defending prosecutions brought under the Health and Safety at Work Act, Regulatory Reform (Fire Safety) Order, and other regulatory statutes.
His practice includes charges arising from both fatal and non-fatal accidents, and he is instructed in every type of case, from gross negligence manslaughter to advising on enforcement and improvement notices.
Although he specialises in regulatory crime, Tom maintains a significant practice in serious crime, continuing to appear in matters of the utmost complexity and gravity, including offences of murder, manslaughter, violence, firearms, drugs, dishonesty, and fraud.

He has experience defending professionals at most tribunals, regularly appearing at the MPTS and GDC, and presenting cases for regulators including the GOC, GPHC, The FA, and other sporting bodies.
Tom also conducts high-profile and complex inquests, including acting for The FA during the Hillsborough Inquests, representing individuals and corporate entities in matters involving possible breaches of Health & Safety legislation and medical professionals.
In addition, he is an experienced practitioner in licensing, with particular expertise in obtaining licences for, or defending charges relating to, alcohol, live concerts, and housing.
