Career

Toby returned to practice in September 2022 after three and a half years as Deputy Director, International Law for the New Zealand Government. He advises and represents States, corporations, public bodies, NGOs and individuals in complex disputes.

He is currently acting in a range of notable international and domestic disputes, including the case brought by Ukraine against Russia in the ICJ; the ICJ’s advisory proceedings on the obligations of states in the context of climate change; a private law claim on behalf of victims of police violence at a mine in Tanzania; a judicial review of the decision of the UK Government to grant planning permission to a new coal mine in Cumbria; and a judicial review of the UK Government’s decision to grant development consent for a major highways project.
