Stephen Ramaley

Steve Ramaley is a government contracts and grants lawyer who assists private and public entities with contracts and grants compliance; government audits and fraud investigations; teaming negotiation and disputes; claims; and other matters relating to domestic and international public contracts and grants.

One of Steve’s focuses, within government contracting law, is the U.S. Small Business Administration’s (SBA) socioeconomic government contracting programs, including the small business, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business, 8(a) Business Development and HUBZone programs. Steve counsels small, midsize and large government contractors on all aspects of these SBA programs, including program entry, regulatory compliance, teaming and joint venturing, small business mergers and acquisitions and post-graduation challenges.

Steve also has significant experience prosecuting and defending bid protests before the U.S. Court of Federal Claims and Government Accountability Office, as well as appeals before SBA's Office of Hearings and Appeals.

In addition to representing clients in specific matters, Steve frequently writes and speaks on challenges facing the government contracts and grants communities and has given testimony as a subject matter expert before the United States House of Representatives' Subcommittee on Contracting and the Workforce.
