He is a regional expert on DC TOPA (Tenant Opportunity to Purchase Act) as well the ROFR (Right of First Refusal) laws in Maryland, having working on hundreds of these transactions over 40 years.

Roger is widely regarded and sought out as one of the leading practitioners in mixed-use and condominium planning and development, as well as multifamily transactions.
