Ramón is an attorney specialising in Energy & Natural Resources, infrastructure, environmental, urban planning, public procurement, and administrative litigation.
A practising attorney since 1999, he has extensive experience in due diligence processes, analysing permitting procedures and identifying regulatory, environmental and urban planning risks.
He also has experience in developing authorisation and financial processes for the implementation of renewable electricity generation projects (including wind and photovoltaic, as well as self-consumption) and high-efficiency cogeneration facilities, as well as in sourcing utilities such as water, gas and PPAs.
He has advised on the implementation of projects on government-owned, non-residential and private land. His specialisation lies in the regulatory field (authorisations and sectoral registrations), public procurement, public-private partnerships, rebalancing of concessions, grants, aid, public equity loans, compulsory expropriation, urban, territorial and environmental procedures, and the protection of historical and cultural heritage.
He is also an expert in contractual rebalancing procedures and administrative liability of public authorities, particularly in the urban planning sector. In addition, he has experience in litigation before the courts, including matters related to accounting, constitutional and EU law.
