Before joining Zhong Lun, Mr. Qinghua Liang acted as Secretary of Customs Commissioner and head of legal department of Guangzhou Customs and as in-house counsel of Guangzhou Metro Corporation, and such experience familiarized him with compliance policies applicable to state-owned companies and compliance requirements of the Customs.
