Pedro developed his professional career in the private sector as Chairman of SIGMA ENVIRO SA, an environmental management integrated consultancy firm specialising in waste and IPPC issues. He was a partner of ALYA ABOGADOS, a law firm specialising in water, energy and climate change law. He held several civil service positions at the Spanish Ministry of the Environment (Head of the Regulations Department, Deputy Director-General of the Basic Regulations Department and Adviser at the Technical Secretariat-General) (1993-2002).
