Band 4
Provided by Noah Bleicher
Companies that sell goods or services to the government turn to Noah Bleicher for support navigating the legally complex acquisition framework. And when these government contract wins are disputed, or when closer scrutiny of a procurement competition is warranted, Noah excels in handling multifaceted bid protests of high-stake procurements and strategically important follow-on contracts across the protest forums. One of only a few former Government Accountability Office (GAO) bid protest hearing officers in private practice, Noah brings a unique, insider perspective that enables him to craft attention-getting, creative arguments that achieve prompt corrective action or a win on the merits.
From the world’s largest defense contractors to small businesses seeking their first government contracts, Noah advises a broad range of clients on a wide array of legal issues involving government procurement competitions. He helps clients navigate organizational conflict of interest concerns, key personnel changes, and government-contracting implications of corporate transactions. Noah also represents clients in suspension and debarment proceedings, pursuing contract claims, responding to cure notices, and challenging performance assessments. In addition, Noah has experience representing clients in government contracts matters involving classified programs.
Noah’s successful representation in multiple recent bid protests earned him Law360 “Government Contracts MVP” recognition in 2021. He is a Council Member of the ABA’s Section of Public Contract Law and served for several years as a co-chair of the Section’s Bid Protest Committee.
