Rebekah Goodheart

Rebekah Goodheart is a seasoned advocate with over 25 years’ experience practicing communications and law and policy at the Federal Communications Commission (FCC), Department of Justice (DOJ), and in private practice. A co-chair of the firm’s Communications, Internet, and Technology practice, she leads clients through issues and opportunities related to broadband, telecom transactions, FCC proceeding strategy, and antitrust work for telecom mergers.

Rebekah has an established track record of helping her clients achieve their desired outcomes in FCC proceedings. Clients ranging from wireless and wireline broadband providers, Tribal governments, and private equity firms benefit from Rebekah’s government leadership experience, having spent nearly a decade in senior roles at the FCC and Antitrust Division of the DOJ. She played a critical role in the FCC’s adoption of industry-transforming regulations (including broadband access and affordability, competition, mapping, robocalls, and disability access) and gained key industry relationships, technical knowledge, and insight into FCC advocacy. Rebekah has been co-chair of the Federal Communications Bar Association’s Wireline Committee since 2014.

Leveraging this experience, Rebekah focuses a substantial portion of her practice on helping her clients navigate FCC processes, which includes advocating for rules and guiding clients through the rules and compliance. Rebekah also leads clients through the process and strategy for obtaining regulatory approval for transfers of control of FCC and state licenses.

Most importantly, Rebekah helps her clients shape the future of their businesses. By getting ahead of FCC proceedings, cooperatively working with the FCC, and pushing for Congressional support when appropriate, Rebekah prepares her clients for future and imminent risks.
