Tom’s wide field of vision is informed by his deep experience with the US Department of Justice, numerous other federal regulators, Congress, and the state Attorney General community. Tom’s work often involves negotiation of complex multi-party settlements, development of legislative or regulatory initiatives, and responding to congressional investigations, including preparing CEOs and senior executives to testify before Congress and state legislatures.

Tom created the firm’s Government Controversies and Public Policy Litigation Practice to bring a multi-disciplinary approach to clients’ most complex problems. As former Associate Attorney General of the United States, Tom was responsible for the Department’s Civil, Antitrust, Civil Rights, Environment and Natural Resources, and Tax Divisions. He also oversaw the United States Trustee Program, the Office of Justice Programs and the Office on Violence Against Women. During this time, Tom served as lead federal negotiator on some of the largest settlements in history and oversaw all of the United States’ civil litigation. Tom leverages that experience and the relationships he developed to advocate for his clients today, with one federal judge calling him a “settlement guru.”
