Neil Sklaroff is a Partner at Dilworth Paxson LLP who focuses on zoning and land use matters, real estate development, historic preservation, and real estate tax appeals. He counsels landowners on local, state, and federal and state historic preservation issues, and has represented businesses including big box retailers, developers, civic associations, individuals, and municipalities in land-use matters before administrative bodies, commissions, and agencies as well as before state and federal trial and appellate courts.

Neil's practice has helped shape the Philadelphia region's built environment and skyline for decades. He has guided several of the City’s premier museums, an acclaimed science center, major universities, and hospital facilities through the entitlements processes. His representations include numerous projects for the region’s largest public school system and nationally ranked university.

He represented several high-rise residential, condominium and commercial developments in Philadelphia’s Center City, University City and Delaware River corridors, most recently the development of a luxury mixed-use project at the former Festival Pier. He takes great pride in guiding the Museum of the American Revolution through its relocation and development within the Independence National Historical Park. His litigation experience includes a series of reported appellate decisions frequently cited as precedent in Pennsylvania historic preservation and land use law.

Neil's standing in the zoning and land use bar is reflected in his ranking by Chambers USA in Band One for Real Estate: Zoning/Land Use since 2008 and as an Elder Statesman since 2023. He has been named to The Best Lawyers in America for Land Use and Zoning Law since 2011, was named Philadelphia "Lawyer of the Year" in Land Use and Zoning Law in 2012, 2019, 2024, and holds Martindale-Hubbell's AV Preeminent rating. He served as Solicitor to the Zoning Hearing Boards of Cheltenham Township and the Borough of Jenkintown, and as a member and twice President of the Cheltenham Township Board of School Directors.

Represents the regional transportation authority in a major multi-year infrastructure project that implicates compliance with federal and state historic preservation statutes as well as state and local laws governing the proper treatment upon the unanticipated discovery of human remains and funerary objects.

Represents the state’s largest public school system in several land use matters concerning alteration, expansion and new development of schools and related facilities.

Represents a major university in the development, repurposing, and redevelopment of buildings in its Center City campus.

Represents the developer of a significant Delaware River waterfront mixed-use project on the site of the former Festival Pier.

Represents the largest developer of commercial properties in Philadelphia's central business core in the preservation of colonial-era archaeological remains before the Orphans Court Division of the Philadelphia Court of Common Pleas.
