Neil is co-leader of McMillan’s Competition, Antitrust & Foreign Investment and International Trade groups. His competition practice focuses on Competition Act and Investment Canada Act merger clearances, cartel investigations and class actions, abuse of dominance proceedings and compliance issues. Neil led the Canadian clearances for Bunge’s acquisition of Viterra. He was counsel to the Lite-On defendants in the Godfrey case in which the Supreme Court of Canada clarified the standard for certification of competition class actions and the availability of umbrella purchaser claims. He is the Global Contributing Editor for Lexology/GTDT’s annual Cartel Regulation deskbook, and won GCR’s Dealmaker of the Year award in 2016. Neil also has extensive experience with net benefit and national security reviews under the Investment Canada Act. Neil’s trade law practice includes anti-dumping and subsidy proceedings, export controls, sanctions, and foreign corrupt practices. He is particularly experienced in energy, financial services, pharmaceuticals/chemicals, agri-food, natural resources, transportation, and media/technology sectors. ABA – member of the Antitrust Law Section’s International Comments & Policy Committee. IBA – past chair, Antitrust Section; co-chair, Mergers Working Group. CBA – Chair of the Competition Law & Foreign Investment Review Section. Doctorate in competition law (University of Toronto – 1993).
