Paul is an attorney with a law degree from the Universidad Mayor de San Andres—UMSA (La Paz, Bolivia) Law and Political Science Faculty. He completed his postgraduate studies with a Master’s Degree in Administrative Law at Universidad Andina Simón Bolívar.
