Joey Lee Miranda’s practice focuses on energy, and her experience includes litigation, transactional and regulatory representation, and counseling. She regularly participates in proceedings before state regulatory agencies, including the Connecticut Public Utilities Regulatory Authority, the Massachusetts Department of Public Utilities, the New Hampshire Public Utilities Commission on energy-related matters. Joey Lee also has experience with telecommunications, and water matters and has appeared before the Connecticut Siting Council on numerous occasions. An important aspect of her practice also involves advising and counseling clients on regulatory compliance matters. Her representative experience reflects a range of legal matters in all areas of the competitive energy industry.
Joey Lee has been recognized by Client Choice as the exclusive 2019 and 2020 winner in the Energy & Natural Resources category for Connecticut. The criteria for this recognition focus on an ability to add real value to clients' business above and beyond the other players in the market. Uniquely, law firms and partners can only be nominated by corporate counsel. She was also editor of the book Capturing the Power of Electric Restructuring.
Energy Projects
Joey Lee assists energy clients with securing siting and permit approvals for projects and helps them obtain regulatory approvals for the purchase and sale of renewable and traditional energy-generating facilities. For example, she assisted clients in obtaining the necessary approvals for the first utility scale solar project in Connecticut and the largest fuel cell project in North America.
She has helped clients obtain long-term electricity purchase agreements for energy projects and obtained necessary approvals for facility construction and operation. Joey Lee negotiates interconnection agreements and drafts and negotiates long-term power purchase contracts. She counsels clients on locating and accessing federal, state, and local funding sources for renewable energy and distributed generation projects, and advises them on opportunities to earn income.
Joey Lee also helps clients secure renewable attribute accreditation for projects and assists with disputes related to ownership of renewable energy credits.
Competitive Energy Markets
Joey Lee assists clients in obtaining market participant status and advises them on rules associated with regional wholesale markets, including the wholesale electric markets administered by ISO New England.
She represents retail competitive electricity and natural gas suppliers in obtaining necessary licenses and in various regulatory matters before the Connecticut Public Utilities Regulatory Authority, the Massachusetts Department of Public Utilities, and the New Hampshire Public Utilities Commission. For example, she has represented retail competitive suppliers in proceedings related to supplier choice programs; trade practices investigations; default service procurement and pricing policies; billing and collection policies; renewable portfolio standard policies; “price to compare” rate design; and integrated resource planning.
Joey Lee also counsels suppliers regarding compliance with consumer protection laws and developed a multistate compliance program for the sales and marketing activities of a competitive supplier of electricity and natural gas operating throughout the Northeast. In developing this marketing program, she recommended the implementation of changes to the sales process, prepared manuals for sales representatives and managers, and developed sales agreements, forms, and sales presentation outlines for use by sales representatives. Once the marketing compliance portion of the program was completed, she developed a compliance program for ongoing consumer protection, reporting, billing, and collections.
Joey Lee also represents clients, including educational and healthcare institutions, in negotiating electricity, natural gas, and renewable energy credit purchase and sale agreements throughout the United States.
Natural Gas/Telecommunications/Water
Joey Lee represented a client in regulatory proceedings throughout New England for the sale of natural gas capacity. She also represents clients in telecommunication facility siting proceedings and has assisted the nation’s leading wireless telecommunications provider with obtaining all necessary approvals to install wireless facilities throughout Connecticut. She also has represented clients in evaluating the purchase of a regulated water company.
