Career

Emilee Mooney Scott assists clients in complying with federal and state environmental laws, with a particular focus on the management of hazardous and toxic substances. In particular, she has assisted clients with Toxic Substances Control Act registration and reporting requirements, the Emergency Planning and Community Right-to-Know Act (EPCRA) compliance, and facility chemical safety matters. Emilee also regularly assists clients with facility compliance evaluations and audits and self-disclosure to regulatory authorities. She also assists clients with regulatory enforcement related to environmental compliance matters, particularly related to EPCRA, stormwater, and spill prevention.

She also helps clients understand, manage and limit environmental risk associated with business and property transactions. Emilee has extensive experience helping clients navigate the Connecticut Transfer Act. Emilee was appointed to the Working Group jointly convened by Connecticut Department of Energy and Environmental Protection (DEEP) and the Department of Economic and Community Development under Public Act 20-9 to advise on Connecticut’s forthcoming release-based environmental investigation and remediation program that will eventually replace the Transfer Act. She has co-chaired two Working Group subcommittees to advise DEEP on specific facets of the new program.

Emilee was recognized as a “New Leader in the Law” during the Connecticut Legal Tribune’s 2021 Connecticut Legal Awards. The distinction spotlights lawyers under the age of 40 who have excelled in the courtroom, in client service and cultivation, in service to bar associations, and in performing pro bono work or community service in a volunteer capacity. Emilee was also recognized as a “Forty Under 40” honoree by the Hartford Business Journal in 2021. Emilee has also been selected as a Rising Star to the Connecticut Super Lawyers list from 2015 to 2020 and chosen by her peers for inclusion in The Best Lawyers in America© in the area of Environmental Law for 2020 and 2021.

Emilee’s experience includes a long-term placement in the legal department of a client, a multinational manufacturer, where she worked closely with the in-house and outside environmental and transactional counsel as well as corporate and facility environmental personnel. Prior to joining Robinson+Cole, Emilee was a legislative fellow for the Connecticut General Assembly's Office of Legislative Research, where she conducted nonpartisan legal and public policy research. Before attending law school, she was a research analyst at an economic consulting firm in Massachusetts, assessing mass tort and environmental liabilities of companies in energy and mineral processing sectors. Emilee received her J.D., with high honors, from the University of Connecticut School of Law where she served as the Commentary Editor for the Connecticut Law Review. She earned her B.A. in Economics, with high honors, from Smith College.
