Guoxun Zhang is a Senior Legal Counsel of Zhong Lun Law Firm.
He has worked in the Trade Remedy and Investigation Bureau of the Ministry of Commerce of China, the Industrial Security and Import and Export Control Bureau of the Ministry of Commerce, and the Department of American and Oceanian Affairs.
Mr. Zhang Guoxun had a deep understanding of Import & Export Control Law on the basis of Chinese law, U.S. law, and EU law, he also accumulated considerable practical experiences in both investigation and advisory work.
Currently, Mr. Zhang Guoxun mainly practices in Import & Export Control and Sanction areas, providing compliance consulting services to many high-tech companies and financial institutions.
In recent years, he has gained deep knowledge in assisting Chinese companies in responding to U.S. export control investigations and blacklist removals, as well as the construction of corporate compliance mechanisms. Zhang Guoxun has a deep knowledge and extensive practical experience of China, the United States, and the European Union trade control regimes and international cooperation on economic sanctions.
Zhang Guoxun mainly practices in trade control and economic sanctions areas. Since 2008, he has undertaken extensive work in the U.S.-China Export Control Dialogue, and as the Chinese government's representative in the U.S.-China Joint Commission on Commerce and Trade (JCCT) legal negotiations, he has extensive experience in export control negotiations.
