Haynes Boone Partner Diana Liebmann leads the firm’s Power and Renewables Practice Group. Her legal advocacy and regulatory experience have helped clients through multiple restructurings of the electric power markets in Texas, to manage risk associated with the rules of the evolving ERCOT market. Diana represents clients in matters before the Public Utility Commission of Texas, Federal Energy Regulatory Commission, Electric Reliability Council of Texas, Southwest Power Pool and in various state commission proceedings. She also represents clients in corporate and transactional matters, including project development of renewable and conventional generation, distributed generation and energy storage. She draft and negotiates power purchase agreements for long-term and short-term sales, including the sale of renewable energy credits, and structuring wholesale and retail hedges, as well as transactions either on behalf of, or with, qualified scheduling entities (QSEs). Diana assists clients in obtaining regulatory approvals and certifications for wholesale and retail market participants, and advising clients with regard to regulatory benefits and impediments to transactions. Diana Liebmann also handles contested cases associated with conduct in the electric markets, and with respect to power transactions, market rules and regional transmission organization and independent system operator protocols.
