Dean has particular expertise in housing, homelessness and in the regulation and licensing of private sector accommodation and is currently writing Cornerstone on Mandatory, Additional and Selective Licensing.

He advises and represents local authorities, landlords and property owners nationwide. His local government practice covers: council tax; homelessness; housing allocation, licensing, management and regulation; human rights; service charges; and welfare benefits.

Dean appears regularly in the higher courts and tribunals. Dean was called to the Bar in 2002. He was Chair of the Social Housing Law Association from 2015 to 2018.
