Andy Tunnell has significant experience representing electric utilities with an emphasis on the regulation of transmission facilities and systems. His practice encompasses all aspects of such regulation, ranging from the development of initial policy and resulting regulations to compliance with such regulations as well as related litigation and appeals before federal courts. Regulatory matters include: open access, transmission rate design, transmission planning and cost allocation, transmission service arrangements, generation interconnections, affected system matters, reliability requirements, and regulatory audits.
He primarily focuses on representing clients with the regulation of electric transmission matters before the Federal Energy Regulatory Commission (FERC) and related judicial appellate and state regulatory commission matters. This includes matters involving transmission rate design, transmission planning, standards of conduct, generator interconnection, open access transmission service, and electric reliability.
