Andy Tunnell has represented electric utilities for nearly 30 years with a particular emphasis on the regulation of transmission facilities and systems. This representation encompasses all aspects of such regulation, ranging from the development of initial policy and resulting regulations to compliance with such regulations as well as related litigation and appeals before federal courts. Regulatory matters include: open access, transmission rate design, transmission planning and cost allocation, transmission service arrangements, generation interconnections, affected system matters, reliability requirements, and regulatory audits. He counsels electric utilities in both bilateral and RTO markets, representing a large vertically integrated utility system in the Southeast as well as serving as FERC counsel to both the jurisdictional and non-jurisdictional transmission owners in New York.
