Steven has counseled clients under all the major statutes including the Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), the Superfund program (CERCLA), and the Clean Air Act (CAA). Steven serves as Counsel and Secretary to the National Waterways Conference, a trade association focused on federal waterway projects, as well as Chair of the association’s Legislative Policy Committee.
