When disputes do arise, Andy relies on his 20+ years of litigation experience to protect his clients’ interests in court, arbitration, or administrative tribunals.
Andy represents clients across a wide range of industries, including real estate, construction, health care, aerospace, defense, energy, and technology, in both contested and transactional matters. Andy’s practice involves representing both real estate and construction industry professionals and federal, state, and local government contractors.
In his construction practice, Andy represents developers and large general or specialty contractors involved in complex commercial and public works construction projects in both transactional matters and litigation of disputes involving claims for extra work, defective work or design, delay, and other time-impact claims.
In his government contracts practice, Andy counsels government contractors on the unique procurement and contracting policies and procedures applicable to federal, state, and local public contracting; on compliance with and negotiation of government agreements; on the standards for the protection of classified information; on small business contracting and subcontracting programs; and in internal investigations and other compliance matters. As a litigator, Andy has prosecuted and defended bid protests at the federal, state, and local levels; litigated public records requests as the requestor and submitter of information under FOIA and analogous state laws; prosecuted claims in the Court of Federal Claims and the Boards of Contract Appeals; and defended companies and investigations and related prosecutions under the False Claims Act.
