Tom is a leading barrister in equality, employment, election, and education law. He is a member of the EHRC’s and the Attorney General’s panels of preferred counsel. Tom wrote the practitioner text on the law of political parties, Organised Politics, Law and Practice (Bloomsbury). He was the Labour Party’s General Election counsel in 2024 and advises the Electoral Commission, various main political parties and NGOs and acts in election petitions. Tom is a leading barrister in equality and employment law in the most complex cases from the Supreme Court to the Employment Tribunal. He has particular expertise in complex race discrimination, protected belief and disability discrimination cases, including acting in the EHRC’s investigation into antisemitism; and he acts in large group litigation including the Uber litigation, equal pay claims against local authorities and group litigation about pension and pay entitlement. Tom also has a High Court practice arising from restrictive covenants and bonus litigation. He has a Claimant only education practice with a particular interest in SEN in a military context and has developed the law in this area, including representing the parents in the landmark case of Hampshire County Council v GC [2024] UKUT 128 (AAC).
