Steve advises on all aspects of procurement and construction projects including: strategic advice, acquisition strategies, risk analysis, drafting and negotiating contract and tender documentation, contract administration, IT contracts, risk and liability, intellectual property, probity, grant programs and public governance and accountability legislation. He has extensive experience with alliance agreements, managing contractor contracts, performance-based contracts and private financing arrangements.

He regularly advises the Department of Defence on procurement, contracting and construction matters across major capability acquisition programs.

Steve combines deep knowledge of the Commonwealth Procurement Rules and Defence contracting framework with practical construction and outsourcing expertise. His ability to advise across procurement strategy, contract design, IT contracting and probity within a single engagement, including for the Department of Defence, reflects the integrated nature of his practice.
