Stacey Caulk is the Leader of the firm’s Environmental and Natural Resources Practice Group, and Co-Leader of the Land Use & Conservation Practice Group. She is an accomplished attorney skilled in handling complex regulatory issues. From bio-sequestering land conservation projects to multi-state renewable energy projects to affordable housing projects, she applies her insightful discipline to deliver results for climate security, clean energy, and community development. Stacey represents clients in a wide range of complex environmental, conservation, and land use matters, including transactions, permitting, project approval, compliance, enforcement, stewardship, and litigation.

Stacey understands the multitude of environmental regulations governing different industries, works to understand clients’ objectives, and delivers strategic, practical advice on matters such as permitting and approval of construction and energy projects, remediation plans, and compliance efforts. Stacey regularly represents clients before the USEPA, Maine DEP, and other state, local, and tribal environmental agencies, prepares comment letters and applications on behalf of clients, drafts and negotiates agreements, obtains permits, and drafts SEC disclosures. Stacey also frequently provides guidance to clients about NEPA compliance in conjunction with clean energy projects, including the preparation of Environmental Impact Statements and Environmental Assessments, and she proactively leads the process rather than defaulting to assumed procedures.

Stacey is an experienced practitioner of conservation law and frequently advises clients about legal strategies to preserve land in perpetuity, ongoing stewardship obligations, and enforcement of conservation easements and deed restrictions. She regularly represents conservation organizations and private individuals in establishing conservation easements over working landscapes, such as farmland and forestland.

Stacey brings her sophisticated understanding of environmental law to bear in corporate transactions and advises buyers, sellers, and lenders from a range of industries on environmental issues, disclosures, and contract provisions in connection with mergers, acquisitions, debt offerings, and other ventures. Stacey also helps clients manage post-closure compliance obligations.

Career

Prior to joining Drummond Woodsum, Stacey practiced environmental law at Skadden, Arps, Slate, Meagher & Flom in Washington, DC, where she managed complex transactional, project development, compliance, and contamination matters, including the environmental components of a multi-billion dollar spinoff of Pfizer’s animal health business. While at Skadden, Stacey worked as a seconded attorney for six months in Pfizer Inc.’s environmental practice group.
