Ronny Lohmann is a specialist lawyer for public procurement law (Fachanwalt für Vergaberecht) and a member of the management team at abante. He advises and represents primarily public clients in demanding building construction and infrastructure projects, starting with the conception, procurement in accordance with public procurement law, and advice during execution, regularly with reference to subsidy and funding law. This includes larger general contractor building construction, general planning, and energy contracting projects. In addition, Mr. Lohmann advises various housing companies in the area of the interface with the utility industry, i.e., in the areas of property-specific licensing and supply contracts.

Another focus of his advice is the awarding of electricity and gas concessions in accordance with Section 46f of the German Energy Industry Act (EnWG).

Mr. Lohmann is member of the German Procurement Network, “Netzwerk Vergabeanwälte” and forum vergabe e.V..

Work Highlights

Award of general planning services for open spaces, transport facilities, and engineering structures for an inner-city redevelopment in North Rhine-Westphalia (2021), including the drafting of a cooperation agreement for the joint commissioning by the city and two municipal subsidiaries; project value: €4.38 million.

Award of general contractor services for structural engineering with a total value of approx. €50 million, including complex negotiations of supplementary claims with planning firms, accompanying consultancy on subsidies, and the preparation of a legal opinion on consolidated contract awards.

Award of a service concession for the operation of a university cafeteria in the state of Brandenburg.

Award of a concession for fiber optic network expansion for a municipal housing company with more than 17,000 residential units.

Award of supply contracts for electricity and gas as well as the award of concession agreements according to Section 46 of the German Energy Industry Act (EnWG).
